Former President Rodrigo Roa Duterte signed Republic Act (RA) No. 11293, or the Philippine Innovation Actauthorizing the government to adopt innovation policies pursuant to Section 10, Article XIV of the Constitution recognizes science and technology as “essential for national development and progress” prioritizing “research and development, invention, innovation, and their utilization.”

The center of the State’s development policies engaged the business sector,  scientific community, academe, and research institutions in innovative efforts for economic growth. RA 11293 created the National Innovation Council (NIC), responsible for developing the country’s innovation goals, priorities, and long-term national strategy.

Past Presidential Spokesperson Salvador Panelo said President Duterte approved the Department of Science and Technology (DOST)- developed technologies: the GeoRisk Philippines Initiative, an integrated database where one maps the location of environmental hazards viewable on an application called the Hazard Hunter Philippines; and a Situation Data Mapper, which receives real time assessment on high level decisions for disaster response.

All pursuant to RA No. 11315 or the Community-Based Monitoring System ActMalacañang released on April 17. The act generates timely and disaggregated data necessary in targeting beneficiaries, conducting more comprehensive poverty analysis and prioritization needs, designing appropriate policies and interventions, and monitoring impact over time.”

On August 8, 2019, President Duterte signed Republic Act No. 11363, or the Philippine Space Act, creating the Philippine Space Agency 
 also known as PhilSA managing the operation of a Philippine space program previously handled by PAGASA.

Later in June 15, 2018, President Duterte institutionalized RA 11035, or the Balik Scientist Act which after three (3) months, the DOST crafted MC No. 006 and the implementation rules and regulation (IRR) that accelerated the flow of technology and reducible brain drain amongst Filipino scientists abroad.
