Former President Fidel V. Ramos commissioned this program under the sectoral health fostering medical care services on remote provinces. During this time, the focal point of science easily spread, and were shared.

Precisely the change in Filipino's record on life expectancy from 67.5 years in 1992 improved to 69.1 years in 1995, proving this health care program effective. According to President Ramos' 3rd State of the Nation Address (SONA), significantly there was an increase in personnel specializing more into science and technology fields.

At 1998, around 3,000 competent scientists and engineers were estimated as products from the Philippines resulting of two (2) newly built Philippine Science High Schools in Visayas and Mindanao which expanded talents and opportunities for young kids. Initially, the government handed 3,500 scholarships for students who were taking up professions in science and technology. Schools became more modernized with the addition of high-tech equipment.

President Ramos' 6th SONA, highlighted the National Program for Gifted Filipino Children in Science and Technology as education was his primary agenda whereas the enactment of a law proceeded a nationwide system of high schools availing certain field of science and engineering.

In 1993, Science and Technology Agenda for National Development (STAND) was established. During President Ramos' whole term, the administration successfully performed as followed: (1) have been exporting winners identified by the DTI; (2) the President’s Council for Countryside Development identified key domestic needs; (3) and support for industries, moreover the coconut industry.

Philippine Congress, during his term, abled to enact specific laws that were significant for the amelioration of science and technology. Among were: (1) Magna Carta for Science and Technology Personnel (Republic Act No. 8439); (2) Science and Technology Scholarship Law of 1994 (Republic Act No. 7687) and (3) Inventors and Inventions Incentives Act (Republic Act No. 7459). These laws gave credit of science for the people in education and career life.
